SAMASTIPUR, Bihar: Four people have been arrested after a video purportedly showing a teenage girl being sexually harassed in Bihar’s Samastipur district surfaced online, bringing renewed attention to the safety of minors in the state just days after a separate harassment case in Jamui.
The Samastipur video surfaced on Wednesday evening and shows a girl and a male companion surrounded by a group of men. The footage appears to show the girl being grabbed by the arms as she tries to get away, while men make indecent remarks and gestures, according to reports describing the video.
Police have taken suo motu cognisance of the incident because the survivor had not yet been identified and traced at the time of the initial police action. An FIR has been registered under relevant provisions of the Bharatiya Nyaya Sanhita (BNS), the Protection of Children from Sexual Offences (POCSO) Act and the Information Technology Act.
Four Accused Arrested
Samastipur Superintendent of Police Arvind Pratap Singh identified the four arrested men as Vikash Kumar Sharma, Rahul Kumar Paswan, Rambabu Sahni and Awadhesh Paswan.
Police action followed the circulation of the video, with reports saying the suspects were arrested from their respective residences. The investigation remains underway.
The incident reportedly occurred on Dam Bypass Road in Jagatsinghpur village, under the jurisdiction of Karpurigram police station.
According to people familiar with the case cited in reports, the girl and her male companion had stopped to take photographs when the group approached them. That account remains part of the reported circumstances surrounding the case and should not be treated as an established finding until the police investigation is completed.
What the Video Reportedly Shows
Reports describing the footage say the girl is surrounded by several men, with one repeatedly holding her arm as she attempts to move away. She can reportedly be heard asking to be released and saying that she would call her brother.
The footage was recorded on a mobile phone and subsequently circulated on social media.
Because the case involves a minor, circulating or republishing footage that could reveal the survivor’s identity raises serious privacy and child-protection concerns. The survivor’s identity is therefore being withheld.
Samastipur Incident Follows Jamui Case
The case has attracted particular attention because it surfaced only days after an alleged assault involving two Class 10 students in Bihar’s Jamui district.
Police said the Jamui incident occurred on September 19, when a teenage girl and her male friend were intercepted while travelling on a two-wheeler. Video footage showed the teenagers being surrounded and assaulted, while the girl was allegedly subjected to sexual harassment.
Jamui police said the accused had intercepted the teenagers under the pretext of “moral policing.” The male student was allegedly beaten, while the girl was subjected to sexual assault as the pair pleaded to be released. One of those present also allegedly recorded the incident on a mobile phone.
Police initially took suo motu cognisance because neither teenager had lodged a complaint. Investigators subsequently traced them using the registration number of the vehicle visible in the footage.
Five people had been arrested in connection with the Jamui case by September 24, according to police information reported by Hindustan Times.
Two Viral Cases Put Focus on Public Harassment
While the Samastipur and Jamui incidents are separate cases and remain subject to their respective investigations, their emergence within days of each other has intensified public and political scrutiny.
The cases share some reported characteristics: teenagers were approached in public places, groups of men allegedly harassed them, and footage of the incidents was recorded and later circulated online.
Those similarities do not establish that the cases are connected.
They do, however, raise a broader issue about how recording and circulating alleged abuse can compound the harm to victims, particularly when minors are involved.
Political Reactions Follow Samastipur Incident
The incidents have also triggered political criticism over law and order in Bihar.
RJD MP Manoj Jha criticised Prime Minister Narendra Modi and accused the government of treating Bihar primarily through an electoral lens. His remarks represented the Opposition party’s political position and not a finding about responsibility for the alleged crime.
Samastipur MP Shambhavi Choudhary of the Lok Janshakti Party (Ram Vilas), meanwhile, called the incident “extremely condemnable and unfortunate.”
She said she had been in contact with the Superintendent of Police and local administration after learning about the case and noted that four accused had been arrested on the basis of the video.
Investigation Continues
The four arrests mark the first major police action in the Samastipur case, but the investigation is continuing.
Authorities will need to establish the full sequence of events, determine the role of each person allegedly involved and examine how the footage was recorded and circulated.
The Samastipur case comes as police continue investigating the separate Jamui incident, making the two cases a renewed focus of debate over the protection of women and minors in public spaces in Bihar.
