India Semiconductor Mission Phase II Aims to Strengthen Domestic Chip Ecosystem

The Union Cabinet has approved the second phase of the India Semiconductor Mission (Semicon 2.0), marking a significant step in the country's ambition to become a global semiconductor manufacturing and design hub. India has taken another major step toward strengthening its semiconductor industry with the approval of Semicon 2.0, the second phase of the India Semiconductor Mission. Backed by a total outlay of ₹1.27 lakh crore, the programme seeks to build a comprehensive semiconductor ecosystem that spans chip design, manufacturing, research, materials, advanced packaging, and skilled workforce development.

The new phase builds on the progress achieved under Semicon 1.0, during which several semiconductor manufacturing and packaging projects were approved, attracting investments from both domestic and international companies. Government officials say the next stage shifts the emphasis from establishing individual manufacturing units to creating a complete ecosystem capable of supporting long-term growth and reducing India's dependence on imported semiconductor technologies.

Semicon 2.0 is structured around six strategic pillars, including chip design, semiconductor equipment and materials, new fabrication facilities, advanced packaging, research and development, and talent creation. By supporting every stage of the semiconductor value chain, policymakers hope to encourage innovation while making India a more attractive destination for global chipmakers and technology firms.

A significant feature of the programme is its increased support for semiconductor design startups and Indian intellectual property development. The government also plans to encourage the production of semiconductor chemicals, specialty gases, machinery, and other critical inputs required for chip manufacturing. This broader approach is intended to strengthen supply-chain resilience and reduce reliance on overseas suppliers.

The initiative also places greater emphasis on research institutions and skill development. Universities, startups, and industry partners are expected to collaborate on advanced semiconductor technologies while expanding training programmes for engineers and technicians. Officials believe that developing a skilled workforce will be essential for sustaining India's long-term ambitions in one of the world's most competitive technology sectors.

Industry experts have broadly welcomed the announcement, noting that semiconductor manufacturing requires long-term investment, stable policy support, and a reliable supply chain. While the programme is viewed as an important milestone, analysts also point out that challenges such as technology access, infrastructure, global competition, and timely project execution will play a crucial role in determining its overall success.

If implemented effectively, Semicon 2.0 could strengthen India's position in the global electronics supply chain, create high-skilled employment opportunities, and support the country's vision of becoming a major semiconductor design and manufacturing hub in the coming decade.
